1.1 The Rules of Releasing Information (the “Rules”) are basic procedure and standard made by the EPEC E-commerce Co., Ltd. (the “Platform Operator”) of EPEC International E-commerce platform (the “Platform”) on the basis of Platform operation’s needs and in accordance with relevant laws and regulations.

At present, the Information section contains six columns including News, Notice and Trade Service, Overview of website, Overview of Procurement Manager’s functions, Display of Procurement Manager, with details below:

2.1 News

2.1.1 News of Supplier Members

The Platform provides this part mainly for the Buyer Members to read.

In this part, Buyer Members will see latest achievements and breakthroughs made by Supplier Members in technologies and market expansion, e.g., major technical reforms, new patents, leading technologies, partnership with important enterprises, and major contracts with domestic and overseas parties, etc.

2.1.2 News of SINOPEC overseas projects

The Platform provides this part mainly for overseas Buyer Members and domestic Supplier Members to read to show the ability of parent company of the Platform and relevant industrial clusters to gain information in overseas markets and in the framework of the One Belt, One Road Initiative.

The overseas Buyer Members can know the Platform’s ability to gain overseas project & market information, so as to enhance confidence in the Platform’s comprehensive operating capacity. The domestic Supplier Members can know development of overseas projects and enhance confidence in the Platform’s ability to gain information of physical markets.

In this part, each Registered Member will see the development of SINOPEC’s overseas projects, e.g. overseas oilfields acquired and refinery & chemical projects that is being built or has been built.

2.1.3 News of SINOPEC International Corporation

The Platform provides in this part news about shipping of export & import goods and execution of agreements of SINOPEC International Corporation and its all PRC domestic and overseas directly affiliated institutions.

2.2 Notice

The Notice section is established to publicize the real-time major matters and policy update, including:

2.2.1 Notice about major events such as Platform operation, upgrading and maintenance.

2.2.2 Information regarding updating of relevant rules or Platform operations.

2.3 Comprehensive Trade Service

In this part, the Platform mainly introduces the foreign trade service resources that can be mobilized by its PRC domestic and overseas directly affiliated institutions for signing contracts. The part of “Comprehensive Trade Service” includes the following contents:

2.3.1 Cooperation with SINOSURE. The Platform shows credit guarantee for operating exports through SINOPEC International Corporation, including the low rates of credit guarantee when submitting export declaration and credit risk information survey service in the export destinations.

2.3.2 Logistics partners of SINOPEC International Corporation, and execution of logistics framework agreements, and cost advantage in relevant process parts.

2.3.3 Introduction of relevant service of supply-chain finance and provide links to satisfy your financing needs.

2.4 Overview of website

You will see overview of EPEC operating team and positioning of website’s functions.

2.5 Overview of Procurement Manager’s functions

You will see how the Platform function provides its service and the service advantages.

2.6 Display of Procurement Manager

In this part, you will see:

2.6.1 Regions served by domestic companies and regions accessed by overseas companies.

2.6.2 List of major specialized categories (overlapped with performance listing)

2.6.3 Previous clients

2.6.4 The company’s other service strength that it is willing to show.

2.6.5 External and internal view of the company and key display pictures.

3.1 News

3.1.1 News of Supplier Members

3.1.1.1 Supplier Members should provide news in connection with themselves, the authorization to display, and requirements regarding Internet communications, e.g., whether it is allowed to reproduce.

3.1.1.2 Number of words range between 100 and 300.

3.1.2 News of SINOPEC overseas projects

3.1.2.1 News source: China Petrochemical Corporation (Sinopec Group), China Petroleum & Chemical Corporation and their affiliated companies; other sources shall not be classified into such category.

3.1.2.2 English–Chinese bilingual version is preferred. Chinese version is also allowed. Number of words range between 100 and 300.

3.1.3 News of SINOPEC International Corporation

3.1.3.1 Source of information in this category only includes the news that is qualified for publication within SINOPEC International Corporation.

3.1.3.2 The script should be English and words range between 100 and 300.

4.1 The Rules shall be effective on its promulgation date.

4.2 The Rules shall be interpreted by the Platform Operator.

The Platform Operator reserves the right to amend the Rules or formulate the supplementary rules and publicize the amended rules or the supplementary rules from time to time. The amended rules or relevant supplementary rules will be effective on the date of publicizing on the website or on the designated date in the public announcement. The Rules shall be legally binding on all relevant parties on the Platform from the effective date.
